SSP Joint Implementation Team (JIT)

 

Terms of Reference

 

 

 

The Somerset Strategic Partnership (SSP) Joint Implementation Team (JIT) is a high level executive officer group made up of Senior Responsible Officers/Somerset Theme Leaders from key delivery organisations and partnerships.  Co-ordinating high level planning and delivery across themes, commissioning work to deliver agreed strategies and plans, managing progress, with a clear focus on themes and outcomes and driven by a collective will to collaborate and innovate to drive improvement.

 

 

 

1.    What it does: 

 

  • Acts as a ‘think tank’ for the Joint Board by considering and evaluating options and making recommendations as appropriate on policy and performance matters.

 

  • Co-ordinates the development, delivery and refresh of the SCS and LAA, recommending priorities and targets to the Joint Board.

 

  • Reports progress and achievement of outcomes to the Joint Board based on exceptions reporting and using the Performance Management Framework.

 

  • Holds Sub Groups to account for monitoring performance against agreed outcomes.  Undertakes ‘Performance Clinic’ approach to flagged indicators.

 

  • Reviews and challenges delivery plans in light of shared strategic understanding looking for opportunities to support agencies, unblock issues and challenge where necessary.

 

  • Agrees partnership self evaluation activities and use of consistent methodologies.

 

  • Oversees the Partnership Budget.

 

  • Commissions appropriate financial analysis & modelling to enable the Joint Board to be effective in overseeing the use of resources and scope for improved value for money.

 

  • Draws up proposals for the distribution of reward grant.

 

  • Oversees the development and implementation of the Partnership Development Plan, including the Partnership Risk Register.

 

  • Commissions research and analysis as appropriate. Ensures that the partnership has access to appropriate levels of data which give a deeper understanding of the needs and wants of communities as well as demonstrating how outcomes for local people are improving.

 

  • Develops strategic commissioning strategy and inter-agency commissioning agreements.

 

  • Maintains a balance across the partnership between the focus on wider SCS priorities as well as the short term LAA outcomes.

 

  • Ensures that key cross cutting issues between themes are identified and addressed.

 

  • Ensures that the partnership has effective arrangements in place for consulting, engaging and involving key stakeholders and communicating progress against shared outcomes.

The SSP Joint Implementation Team meet every 6-8 weeks

 

 

 

4.    Accountability


The SSP Joint Implementation Team is accountable to

 

  • Joint Board

 

  • Each other i.e peer challenge and accountability between partners

 

 

 

5.    Chair
