Somerset Strategic Partnership (SSP) Sub Groups

 

Terms of Reference

 

There are six thematic sub groups providing strategic direction and leadership for respective themes, co-ordination within the theme, establishing links with local strategic partnerships and resolving barriers to joint working within the theme.

 

  • Stronger Communities

 

  • Health and Well-Being

 

  • Environmental Leaders

 

  • Economic Leaders

 

  • Children and Young People Partnership (in transition to a Trust)

 

  • Safer Communities

 

 

 

1.    What they do:

 

  • Contribute to the review, refresh and delivery of the SCS & LAA by supporting the development and deployment of outcomes, targets and performance measures relevant to the work of the sub group.

 

  • Produce and implement agreed delivery plans for each priority and oversee progress.

 

  • Oversee, monitor and co-ordinate delivery of the relevant themes of the SCS/LAA in line with the Partnership Performance Management Framework, ensuring appropriate challenge to service delivery and outcomes.

 

  • Undertake self assessment each year in relation to the relevant theme.

 

  • Co-ordinate the activities of supporting sub groups and establish with them clear responsibilities and reporting lines to ensure coherent and effective performance management.

 

  • Agree and allocate responsibilities for co-ordination of delivery and planning of specific outcomes (including NIS targets) to named partner officers, sub groups or District LSPs.

 

  • Agree use of allocated funding.

 

  • Provides advice and support to the Partnership on how the communities of Somerset can become more involved on public service delivery and design

 

 

 

2.   Who


The membership will be multi-agency, multi partner.  Typically they should not exceed 20 members for optimum working. There will inevitably be some overlap of interest between Sub Groups. Chairs should be aware of these interdependencies and relationships, rather than seeking to have every interest represented on every Sub Group.  Specifically, membership should take account of the overarching principle agreed by the SSP that governance structures should reflect issues of interest and outcomes, not of local identity.  Relevant Sub Groups should include representatives for the local third sector and private business sector.  Democratic representation should be embedded as appropriate e.g relevant SCC Portfolio-holder and Somerset LAA member theme champion.

Sub Groups should recognise the role of LSPs in Somerset in identifying and tackling issues within their local communities and work with LSPs to strengthen the connections between thematic working and impact locally.

 

 

 

3.    When

The SSP Sub Groups meet a minimum of quarterly.

 

 

 

4.    Accountability

The SSP Sub Groups are accountable to:

 

  • Joint Implementation Team

 

  • Statutory body, where appropriate, through prescribed process

 

  • Named lead partners also account to their own organisation for specific outcomes

 

  • Each other i.e peer challenge and accountability between partners.
